SO. TELEPATHY. This is what it sounds like!! Ruka and Yuki can hear people's thoughts, anddd that is also the end of it. They can't control it, so they can't NOT listen, and they can't try harder to listen if someone has mental shields or whatever! They don't have empathy or the ability to project their thoughts into someone else's head; they can just hear what people are thinking.
As far as threading with Ruka/Yuki go, while you are certainly FREE to keep up a constant inner mind theater, it's not required! It would be helpful if you could action-tag notable things-- lies, thoughts about Ruka/Yuki personally, headmonsters spewing a constant litany of murder, etc.-- but if we need to know anything in particular, we can get in touch. And while they aren't empaths, if you'd like to just tag with something like [CONCERNED] or [ANGRY THOUGHTS GO HERE] that's fine too, WE KNOW SPECIFICS CAN BE HARD.

If you don't want to play with the telepathy, that's fine-- we can pretend there was magical interference or it was coincidentally a Noisy Day or they weren't paying attention or whatever. Noting if your character has mental shields, extra voices in their head or is generally a person that's very honest/says what's on their mind is also very helpful!!
Ruka/Yuki ALSO have super-hearing, so noting if there are Odd Noises going on with your character would also be neat if that's something you want to play with! Things like characters not having beating hearts, secretly being robots, having an artifical limb, etc. etc.
